Civil servants act as a bridge between policy formulation and execution by translating legislative decisions into practical actions. The paper explores their involvement across different stages of the policy cycle, including planning, coordination, resource management, monitoring, and evaluation. It emphasizes how civil servants ensure effective delivery of public services by mobilizing financial, human, and institutional resources while maintain- ing accountability and ethical standards. Identifies major challenges affecting policy implementation in India, such as bureaucratic red tape, weak coordination across multiple levels of government, capacity and training gaps, and political interference. These issues often result in delays, inefficiencies, and gaps between policy intent and outcomes. Furthermore, the paper discusses reforms and best practices, including digital governance, decentralization, performance-based budgeting, and increased transpar- ency, which can enhance administrative efficiency and citizen participation. Strengthening civil service capacity, ensuring autonomy, and promoting accountability are essential for effective policy implemen- tation.
